Seven Letters Come From a Different Place
This is the one thing worth knowing about blackboard bold, and it explains almost every rendering problem people hit with it.
Most of this alphabet lives in the Mathematical Alphanumeric Symbols block, added in 2001. But seven capitals were already encoded years earlier in Letterlike Symbols, because mathematicians were using them long before anyone thought to encode a whole styled alphabet. Those seven are โโโโโโโค โ and they are exactly the ones that name the number sets.
The practical difference is large. The seven sit in the Basic Multilingual Plane, so almost every font that covers mathematics has them. The other 55 characters sit beyond it, in what is usually called the astral plane, and a font either covers that range or it does not.
You can watch the split happen inside a single word. PRIZE becomes โโ๐โค๐ผ: the P, R and Z come from the old block, the I and E from the new one. Where a font has only the first, you get three letters and two empty boxes โ which is what people are seeing when they say blackboard bold "half works".
So the advice the page used to give โ that uppercase has the best support โ is true of seven letters and wrong about the other nineteen. ๐ธ is no safer than ๐. If you need one character to survive anywhere, use one of the seven.
What It Costs to Paste
The two blocks cost different amounts, which makes this the rare style where the same number of letters can have two different lengths.
A character from the old block is one UTF-16 unit and three UTF-8 bytes. One from the new block is a surrogate pair โ two UTF-16 units and four bytes. A field that counts UTF-16 units will read the second as twice its apparent length; one that counts code points will not. Which you get depends on the platform, and the gap is wide enough to matter in a bio.
Both blocks share the usual caveat: ๐๐ ๐ฆ๐๐๐ ๐ค๐ฅ๐ฃ๐ฆ๐๐ is not the string double struck, so search and filters will not match it. In mathematical writing that is the right trade โ the notation is the point โ but it means a document full of it is a document you cannot grep.

Yes to both, and the reason is worth understanding because it is the practical advantage this approach has over a downloaded typeface.
These are not a font. They are characters โ the same kind of thing as the letter A, just with their own code points. Nothing is installed, nothing is licensed, and there is no attribution to give, because you are not using someone's design work. A file called a double-struck font does carry a licence, and whether you may use it on a logo or a product depends on what that licence says. Characters carry none of that.
